Unspent funds are usually only permitted to be used to enhance contracted service delivery.
Unspent funds must be returned to DCJ unless they meet notified exceptions.
It’s important that you read your contract to see if there are provisions for unspent funds. For example, the most common human services contract, the Agreement for Funding of Services (PDF, 984.2 KB), outlines unspent funds requirements in clauses 9.5 and 9.6.
If your unspent funds don’t fall within notified exceptions, you may make a request in writing to your DCJ contract manager for consent to retain and use the unspent funds. However, as a general rule, you must return unspent funds, and applications will only be accepted where there is a compelling reason. Even then, Programs may decline to accept applications, or deny the application after consideration.
You should discuss your unspent funds with your contract manager before proceeding with an application.

Your DCJ contract manger will consider whether to support your application or written request to retain unspent funds, and submit a recommendation to the program area for consideration and final approval. Once a decision is made, we’ll notify you, in writing.
