Program manager

Program managers are responsible for the design, implementation and evaluation of a program and the development of the program specifications. Program managers also collate and analyse program performance data, using it to report on the success of the program and its outcomes, and to inform any changes required.

Responsibilities of our program managers

Direction

  • Oversee the projects and activities for a contracted program, centrally and within districts.
  • Establish business processes for managing the program, including requirements and specifications for administering the program and operating the services.

Commissioning

  • Understand market capacity and capability through market engagement, market stewardship and market shaping activities.
  • Work with service providers, clients and contract managers to understand client and community needs to inform the evidence-based design and implementation of services, including customised approaches to achieve positive outcomes for clients.
  • Develop and manage programs, setting program outcomes, service quality requirements, requirements for reporting and collecting data and key performance indicators for the program and service delivery levels.
  • Plan the procurement approach and strategy,
  • Manage the procurement of service providers and develop procurement documentation.
  • Use evidence to measure and evaluate service delivery; and then, as part of continual improvement, adapt services if intended outcomes aren’t being achieved.
  • Use data collection to report on the success of programs and outcomes, and to inform future commissioning decisions.

Program management

  • Control and monitor the business processes.
  • Accept and analyse service data for compliance with program requirements.
  • Audit and enforce established delegations.
  • Monitor and report on program performance and program budgets.
  • Monitor and manage program-level risks and issues.

Communication and consultation

  • Consult with contract managers, district commissioning and planning and operations staff, service providers, and clients in the design of programs and services and its proposed implementation.
  • Consult with contract managers, district commissioning and planning and operations staff, and service providers about any reforms or evaluations of the program.
  • Source client and community feedback on service delivery to ensure that the aim of the program is being achieved and to find solutions if it is not.

Support

  • Support contract managers, district commissioning and planning and operations staff, and service providers with implementation and maintenance of program requirements.
  • Support districts and lead remedial activities when required.
  • Assist contract managers to find solutions to better support service providers to achieve better outcomes for clients.
